After a channel problem clears, sending resumes without waiting for support.

When WhatsApp sending was paused after repeated failures, it could stay paused even once the channel was healthy again, because the safety pause had no way back to normal. It closes on its own now, and a number paused for a channel problem resumes when the problem clears.
