Editing a WhatsApp number keeps it working, and test numbers are clearly flagged.

Editing a WhatsApp number no longer clears its stored connection, so saving a change keeps the number sending as before. Meta test numbers are now flagged in the health report, and importing a Twilio WhatsApp number no longer fails partway through.
