A number that has already placed a large volume of outbound calls tends to carry that reputation with it, which shows up as more of your calls being flagged or unanswered before anyone picks up.
The shop now records how much outbound history a number accumulated before it was released, and keeps the heavily used ones out of what it offers you. Nothing changes for numbers you already own.
