An insufficient balance or a missing agent is named instead of failing blankly.

A call that was refused before it reached a carrier used to end with nothing useful attached, which made an empty wallet look identical to a broken agent.
Those refusals now carry a reason you can read, on the call itself and wherever the call is delivered onward.
